It is normal for the server to suspend processing while you install new applications on it. Open the NS Console and browse to Configuration > Server Settings > Advanced Settings and make sure the Enable Notification Server Processing checkbox is checked.

    Is this a large environment?

Do you have numerous tasks and/or policy configurations enabled?

I have seen similiar problems like this due to the NS being overwhelmed with a large amount of traffic.

Doesn't this error appear if the evtqueue directory is full?

Check - Program Files\Altiris\Notification Server\NSCap\EvtQFast and D:\Program Files\Altiris\Notification Server\NSCap\EvtQueue and see if there are a large number of files queued for processing...

If you have application metering installed make sure you do not have it enabled for all applications. If you do, disable the all applications and create seperate monitors for specific apps. I cannot remember because it has been a while since I installed app metering, but think it might enable this by default (or if someone else might have turned it on) and it will hammer your server with events and could be one of the causes for these type of busy errors. If in your evtqfast folder you see a bunch of events for app metering, this might be your problem. It is under the tasks tab. I am not in front of my console so I don't remember the exact subfolder... I think it is under software management>application metering>application monitoring.

Your -2147467259 error actually translates to a hex value of 0x80004005. I'd search the Web and see what comes up.
