From the Altiris web site

Certain causes for this issue have been fixed in the Deployment Solution 6.9 SP1 MP1 (Maintenance Pack 1). For additional information on the fixes contained in the maintenance pack and how to download it click

In some cases this problem will still occur even if the hotfix in DS 6.9 SP1 MP1 has been applied. These other causes are still under investigation by Symantec Engineering. There is a work around that will resolve this issue in all cases, and is the suggested solution if you are experiencing this problem.

In your WAIK directory in the eXpress share you should have the following file at this path "WAIK\Tools\PETools\x86\efi\microsoft\boot\bcd " in a default installation this file would be in this path:
C:\Program Files\Altiris\eXpress\Deployment Server\WAIK\Tools\PETools\x86\efi\microsoft\boot\b cd

Copy this file to the "PXE\Images\boot" folder in the eXpress share. In a default installation this file would be in this path:
C:\Program Files\Altiris\eXpress\Deployment Server\PXE\Images\boot

This will resolve the issue because when WinPE is PXE booting, and it either is not given the path to the BCD file, or if the file cannot be found at the location it was given, it will attempt the "BOOT\BCD" path as a backup location. As a note this BCD file is specific to x86 WinPE. If you are using x64 WinPE you will need to use the appropriate version of the bcd file from the WAIK folder. This work around will only work for one version of WinPE at a time
