That would be the way to go for ease of use and a fast return.
Side note:
Application metering does not measure concurrent users AND blocks those who fall out of compliance. I suppose you could get fancy with additional Asset products from Altiris and setup Win32 licenses but again these are primarily for notification and the level of effort to perform this is just not necessary.
Since you said you own SVS, check to see if you also own Symantec Workspace Virtualization. It includes SVS with Application Streaming which does handle concurrent uses of applications based on licenses and can be set specific to users.
Symantec Workspace Streaming: On-demand application streaming for dynamic application provisioning, and license management, reducing your physical and Virtual PC costs.
At this point, if maybe easier to train the individual to activate layers and have a SWD task to deactivate the layers are night to reset the licenses for the next morning.
Again, just thinking out of the box.
