Order rules notifications

Hello,
When a ticket changes to state closed, are activated two rules for notification, a) notifies that the ticket was closed, b) send the satisfaction survey.
The problem is that you first arrive in the mail survey and then a few seconds to close the mail arrives.
I need help for solving this problem.
