Empty Collections

3rd time writing this:

My Altiris NS 6.0 server was migrated from NT4 to AD 2008. Even after changing services to run under the new domain and checking many settings it was not functioning.
I uninstalled Altiris NS completely to begin a re-install.
I also took the time to upgrade the host server to 2003 R2 and run some critical windows updates.
I reinstalled NS 6. It refused to use the existing Database so I created a new one. Reinstall went fine from there. helpdesk (altiris_incidents) and DS (eXpress) databases were fine and no issues occurred. (databases live on a different server)
The new system has been importing AD data and performing the network discovery without problem.
However, the All Computers, All Windows Computers, etc collections are empty. They report "This collection has no members."
The "All Windows NT/2000...Computers with no Altiris Agent Installed" collection shows all my machines. I have tried re-installing the agent via DS, Manually, and anything else I can think of. I've tried the uninstall and then install and they still won't report back to the NS.
The status of the installation is "Starting 'Altiris Agent install service'" but nothing is reporting back. I checked the AeXSWDInstSvc.log and one line jumped out at me:
2009-06-02 12:10:17: Unable to read value from registry key 'HKLM\SOFTWARE\Altiris\AeXSWDInstSvc\InternetAcces sType': The system cannot find the file specified. (80070002) (ASWDInstSvc.cpp line: 6591)

When I checked the NS server the registry key InternetAccessType doesn't exist. I'm not sure what it should be.
my a.log isn't giving any meaningful errors.
The AD import and Discovery processes are working fine. I've verified that the NS is not purging collections as per a previous post.
Can anybody recommend anything else?
