Package Server wont get any packages

I have a package server that for some reason will not get any packages. I have uninstalled and reinstalled the agent, even deleted it from NS after uninstall so it is completly new. We do not have IIS on the package server, so its just UNC.
In the log files I have this error

<![CDATA[Failed to start object Altiris.AeXNSCPkgSvr: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. (-2147023838)]]>

Anyone seen this? I can't find anything relating to this specific error in altiris kb

Just an FYI on the fix in case anyone else comes across this. I discovered IIS was installed on the server at one point when the agent was already installed then all the IIS services were turned off.
We uninstalled IIS and reinstalled the agent and all is working fine now
